Child Care Resources

The Northwest Native Chamber (NWNC), in partnership with the Oregon Department of Early Learning and Care (DELC) and Business Oregon, developed these tools and learning resources to support child care businesses and providers in navigating funding, business development, and facility-related needs. The resources include webinars, guides, and other practical materials designed to help child care businesses build capacity and strengthen their operations. This work includes resources related to the Child Care Infrastructure Fund (CCIF), a competitive statewide grant program administered by Business Oregon that supports the establishment, expansion, and improvement of child care facilities across Oregon.

Tribal Child Care Resource Hub

The CCIF Tribal Funding Guide was designed to help Tribal Nations understand the Child Care Infrastructure Fund (CCIF), available funding opportunities, eligibility requirements, and the application process.

The Tribal CCIF Compliance Workbook is a spreadsheet tool to help Tribal CCIF recipients organize, track, and manage key compliance requirements, documentation, reporting, and project milestones throughout the duration of their award.

The Oregon Tribal Child Care Needs Assessment is a resource for capturing and understanding the Tribal child care landscape, including community needs, priorities, existing resources, and opportunities. 2026 update forthcoming.

Tribal Early Learning Pathways is a culturally responsive framework designed to help Tribal Nations navigate early learning and child care development, from exploring opportunities and accessing resources to operating and strengthening programs.

The CCIF Client Journey Map is a visual resource that illustrates the Tribal CCIF technical assistance journey, highlighting key stages, resources, and support available to Tribal Nations throughout the funding process.

The CCIF Tribal Recipient Implementation Guide was designed to support Tribal CCIF award recipients with outlining key requirements, next steps, and guidance for managing and implementing awarded funds.
