In Oregon, a number of cities and counties have opted out of allowing licensed recreational cannabis businesses within their jurisdictions. This opt-out provision, part of state law, permits local governments to prohibit specific cannabis activities, including production, processing, wholesale, and retail sales, if these bans align with voter sentiment or have passed as local ordinances. For example, cities such as Sandy, Hermiston, and West Linn, as well as counties like Harney and Malheur, are among those with total prohibitions on all forms of cannabis business operations.
These restrictions vary by area, and some locations may allow certain cannabis activities (like retail) while banning others (such as production). Furthermore, any city or county that decides to prohibit cannabis businesses is required to put the ban to a public vote, ensuring local control remains a key element in cannabis regulation.
